Wisconsin Plan Fiscally Unsound

The "Healthy Wisconsin" plan was hatched this year to much fanfare, yet sank like a stone--at least for a while. Apparently it still has life, for Michael Tanner recently testified on the subject before a committee of the Wisconsin Assembly on the subject. He points out various problems with the proposal, including its likely conflict with the federal law known as ERISA, and offers several recommendations that Wisconsin lawmakers can take.
