Tuesday, January 29, 2008Louisiana Medicaid Likely to be ExpandedFeds signal approval of coverage up to 250% FPL By Marc KilmerCategories: Louisiana, Medicaid, SCHIPIn light of states like Ohio being turned down in their quest to expand state children's health insurance programs, the news that Louisiana is likely to receive federal approval for its expansion is notable. It seems that this state's officials have learned from the over-reaching of other states and are proposing a plan to cover kids in families up to 250% of the federal poverty level. Governor Jindal ran as a health care reformer in his gubernatorial campaign last year. This type of CHIP expansion shows little in the way of creativity or innovation, though. The only notable thing about it is that Louisiana officials were smart enough to submit a proposal that meets the limits the Bush Administration set for the program. Jindal's term is young and I hope we see some better proposals out of him in the coming year.

This is a man who knows health policy (PDF) from the inside out, having first risen to national prominence as Medicaid director for the state.Gov.-Elect Jindal has huge problems to tackle with replacing medical infrastructure destroyed by Katrina, and high poverty, obesity, infant mortality, and uninsured rates. But he has a detailed health plan worthy of any political candidate who values private insurance, individual choice, and competitive markets. He is destined to become a national leader in state-based health reform initiatives.

Bobby Jindal, who is running for the office of governor of Louisiana, has put forth his plan for health care reform. Former Speaker Newt Gingrich is impressed, saying that it represents "a model of fresh thinking on health care reform." Among the proposals (you can read the entire plan, in PDF), is the suggestion that the state should consider adopting four Medicaid waiver proposals that have been adopted elsewhere.
