HillaryCare's Enforcement Problem 

As Michael Bond noted below, Hillary Clinton unveiled her health care plan yesterday. In a Wall Street Journal story on the plan there was this interesting fact: "All Americans would be required to have insurance, but the Clinton campaign didn't say how the government would enforce the rule, saying that and other details would have to be worked out with Congress."

So she's proposing a mandate but doesn't say how it will be enforced, huh? Isn't enforcement the key to making a mandate work? And isn't it almost impossible to figure out a way to enforce such a mandate?

It's amazing that reporters don't call politicians on the fact that just mandating health insurance coverage does not mean that people will purchase it. If you are going to have an individual mandate, how it is enforced is the key detail. It will be interesting to see if Hillary provides that information any time soon.
