Rationing Nursing Home Beds

I know that Minnesota has a moratorium, too.

Do other states, I wonder? How common is this situation?
Reading the article, I note that South Dakota has imposed a moratorium on nursing home beds since 1988, and hopes to induce rural nursing homes to "voluntarily" reduce beds in order for suburban ones to be able to expand. In order to motivate this "voluntarism", the state will reduce Medicaid payments to nursing homes that do not fill 88% of their beds.

Good luck with that! I think it more likely that rural nursing homes will find creative ways to fill their beds, perhaps even "inducing" general hospitals to move patients into nursing homes.
