Changing Blues to For-Profit: Little Effect
The fact is that U.S. health care spending could not be sustained without access to capital markets. What NJ needs to worry about is not whether Horizon BS should be allowed to convert, but why NJ health insurance is so uncompetitive that one insurer can have such an impact. State policy should ensure that residents have a broad choice of both types of insurer.
