Kentucky Kare? That sounds vaguely familiar. Didn't that push nearly all the insurance companies out of the state?

Kentucky Kare rises from the grave! Under that plan, public employee insurance pool was insurer of last resort rather than insurer of all small business.
As always, disaster ensued. Isn't there some saying about how those who are ignorant of history are likely to repeat it? Why do tax and spend health care policy reformers keep recycling the same bad ideas?
