Ohio Hospitals Concerned About Uninsured
The standard line on Medicaid usage of ER's is beneficiaries assuming its their primary care provider. The reality is more brutal with the inability to find someone to treat them (particularly in fee for service) often being the driving force. Works politically. The hospital often gets stuck with charge and Medicaid ends up with no expense.
